A neuron is a leaky accumulator: inputs push its charge up or down, and once it crosses a threshold it fires and resets, the way every neuron in you does, many times a second. Zoom out to a whole grid of them and the same simple rule, tuned toward more excitation or more inhibition, produces runaway storms, total silence, or the wandering waves in between — no single dot in the grid knows which one is happening.
